Although the location of the tower is ~25 miles away from IC (Inyo County) Mt. Tom, I was assuming that they just named it after the most visible prominent peak in the area. Going back and looking at the website, it states that the tower is located atop Mt. Tom. That must be a local designation since it is not named on the USGS map(s) that I have of the area. FC Mt. Tom... or Mt. Tom Too.

P.S. Affirmation duly retracted above.

Mt. Tom Lookout GPS location is 37.2235°N, 119.1048°W (Balloon Dome)

That's according to http://www.fire-lookouts.org/cali/mt_tom/index.htm

Mt Tom, according to Wikipedia is at 37°20′19″N 118°39′30″W Which is wrong. But says it is named after Thomas Clark who is credited with being the first to ascend the peak in the 1860s

Google Earth has it at: 37.339115°N, 118.657180°W

That puts them over 26 miles apart and on different sides of the crest.

I couldn't find out how the fire lookout got it's name.
