I was watching a show about landslides on Discovery Channel and clipped out this four-minute piece about the Ferguson Rockslide on Hwy 140 a few years ago.

Looking at Rick's second photo:
Not surprisingly, that free slope stabilization angle (~35°) is just about the maximum slope that one sees on Cinder Cone up in Lassen.

I thought it was called angle of repose

"angle of repose" noun, excuse derived to gain nap time

The angle of inclination may also be at play here. The rock slide is driven by earth movement as opposed to a piling up of debris.
