In the fall of 2007, fish biologists counting the number of Chinook salmon returning from the ocean to spawn via the Sacramento River got an unwelcome surprise. Only 87,881 salmon were found in the river – way below the predicted 265,000, and below the minimum goal of 122,000 considered necessary for conserving the fishery. A year later, counts were even lower, with only 66,286 spawners found – the lowest number ever recorded.
