On March 13th, the House passed by a vote of 238-174, H.R. 3189 (R-CO-3), to prohibit the conditioning of any permit, lease, or other use agreement on the transfer of any water right to the United States by the Secretaries of the Interior and Agriculture. The bill would prohibit the conditioning of land-use permits on the transfer of private water rights to the federal government. The Administration opposes the bill.
