This will have some small effect on me next weekend but I don't understand the reference to "THRU 1700 HOURS". If it's 24 hours per day, seven days per week, what has 5:00 PM got to do with anything?

The 5 PM thing is probably about them quiting work for the day.

The way around this mess is to take Lower Rock Springs Road. Probably not any faster in the end, but a lot easier on ones mood.
