Minority and low-income communities would suffer first and worst from a plan to cut the state budget by closing as many as 100 California state parks and beaches, according to a group of nonprofit health organizations and concerned citizens expected to file an administrative complaint with the U.S. Justice Department on Monday.

This is really picking nits. The state parks budget is tiny compared to all the liberal social programs the state pays for. But, you see the basic argument here, don't you? "Unfair to minorities." "Unfair to low income." "Unfair to children." "Unfair to pregnant women." "Unfair to blacks." "Unfair to [insert special interest here]." That's why California government is so bloated...Democrats believe everyone should have a piece of the pie...well guess what, the pie tin is empty, only crumbs left.

Actually, the basic problem is two entitlements passed into law via the initiative process. The first was 1988's Prop 98, which mandated spending for K-12 and community college education spending along with mandatory increases. The other is mandated prison spending. There's little flexibility, so pretty much any other spending is considered discretionary.

When I lived in California I voted NO on all spending initiatives...but they passed anyway. School spending is OK to a point, but that money seems to go to teachers unions and not to the children. As far as prison spending goes...why does California continually put prison spending on the ballot? Why not get to the root of the problem, where people stay out of prison in the first place? CA is so misguided.

Not pretending to have all the answers. Stopping the leakage at the southern border might be a good start, though. California is such a shame...
