O.K., maybe it was supposed to be a metal skinned airplane but fabric serves the same purpose and everybody loves duck tape. Looks like an Aeronca model.

That would explain the evident lack of maintenance, bashed in fuselages, etc. Looks like the plane in the photo might have had a run in with an out of control skyway.
