The protected areas would encompass 1 million acres containing wildlife, extinct volcanoes, sand dunes and ancient petroglyphs. The senator says the bill could be enacted in late 2010.

I initially thought there would be a lot of upset off-road riders, but the articles sounds like almost everyone is happy.
Could be too good to be true.
"Heroic country" sounds like it would be good to check it out.

Feinstien can be reasonable sometimes (except for the Hetch Hetchy issue). Her proposal looks OK from my point of view, as long as 4x4s are allowed in some areas as they are in Anza-Borrego DSP.
