The $11 billion bond to overhaul California's water system that will go before voters in November is in big trouble, according to a poll released Thursday.

This is just the same peripheral canal that we fought against in the 80's. Can someone explain to me how taking water OUT of the delta and sending it to LA will improve the water quality in the delta?

There will be less of it so it will be easier to clean.
