Fence post... I don't know... but trees, that's easy. When a high wind blows the tree cracks develop on the windward side. A piece of straw gets blown into the crack. When the wind stops, the tree goes back upright, the cracks disappear, and the straw is stuck.

Since a fence post is not likely to bend like a tree, no doubt the straw gets blown into a hole that's already there.
