brush piles near oak flats entrance?

<HTML>While driving out of the park last week, I noticed a number of brush piles near the
Oak Flats entrance to the park. They were three to four feet high, hemispherical
piles with a sheet of paper or light cardboard on top, then a couple of branches crossed
on top of the paper.

I noticed the piles near the road at first, where the brush had obviously been cut
down. As I looked farther though, I could see the piles stretching further back into
the forest.

What's the deal? I presume this is some sort of fire suppression scheme, but it
sure looks like alot of work. Why do they put the large (newspaper-sized) sheet
of paper on top of the piles? Are they planning to collect and tote the piles away?
