Too easy. That's a turkey vulture. It's one of the most wide ranging birds in North America. I've seen them everywhere from Point Reyes to the Everglades. I even see them flying above where I live the Berkeley Hills. They're looking for anything that's dead, and there's plenty of roadkill (as well as other dead animals) around where I live.
