I'm somewhat confused by the intentions but maybe there isn't a clear answer yet. Is the plan to restrict access to all of these parks since they will be "closed"? Beaches, lakes, mountain passes, etc? How could they do that? Hire security to keep people out? I like the comment from one of the posters on the article linked to above: He will simply continue to visit Mono Lake unless they build a chain link fence around it.

This is inherently a political issue just like when school boards do the special tax for the sports program or marching band game. California is notorious for this kind of funding of budget items that shouldn't require special taxes.
