For Dispersed Car Camping - Are Yeti Tundra coolers considered to be approved bear-proof containers?

Of course no one in their right mind would ever want to haul a Yeti Tundra Cooler with them on a backpacking trip, but when dispersed car camping on Forest Service lands in the Sierra (or maybe on a backcountry trip with pack animals) are these coolers approved as bear-proof food storage containers?

They are apparently IGBC officially approved bear-resistant food storage containers for Grizzly bear territories in the Lower 48 (when used in conjunction with two padlocks), but what about for black bears?

When dispersal camping in National Forest land in California, you can just lock stuff in the car.

If you go camping out in Sierra National Forest, you'll see bear lockers in campgrounds with broken latches. They don't really get much bear activity. Counter balancing is still allowed while backpacking tho rangers will tell you canisters are *preferred.*

I just take a canister, usually, and hang food on the coast where it's more about raccoons and rats.
