...HEAVY RAINFALL AND A THREAT OF FLOODING IS LIKELY WEDNESDAY
EVENING THROUGH THURSDAY IN THE SIERRA FOOTHILLS AND THE SIERRA
NEVADA BELOW 7000 FEET...

A Pacific storm system will bring an abundance of precipitation
into mainly the higher elevations north of Kern County during
midweek. Heavy rain from this storm could result in flash
flooding, washed out roads, mud slides, rock slides and debris
flows, particularly in the vicinity of the burn scars. Flooding
is also possible near and along rivers and streams in the Sierra
foothills Wednesday night through Thursday. Rain totals of 2 to
4 inches could occur in this region by Thursday evening.

In the Sierra above 7,000 feet, heavy snow accumulations and
hazardous winter travel is likely during mid to late week where up
to 4 feet of new snow is possible.

Residents in the foothills and higher elevations of the Sierra
should be prepared for the possibility of life threatening
flooding and closely monitor the latest National Weather Service
forecasts this week for Flash Flood Watches and Warnings. If you
live in a flood prone area, this would be a good time to review
an emergency escape plan in the event high water or a debris flow
threatens your home. Burn scars that might be impacted by heavy
rain include the Ferguson burn scar, Railroad burn scar and the
Pier burn scar.

* WHAT...Tuesday-Wednesday. Moderate snow with accumulations of up
to 4 inches east of Highway 395, except 6 to 18 inches above
west of Highway 395 are expected. Winds gusting as high as 65
mph.

Wednesday-Thursday: Heavy snow and blizzard conditions
possible. Total snow accumulations 2 to 4 feet possible above
8000 feet. 1 to 2 feet down to 7000 feet with less than 1 foot
below 7000 feet. Wind gust across the Sierra as high as 100 mph.

* WHEN...For the Winter Weather Advisory, from 4 PM Tuesday to 4
PM PST Wednesday. For the Winter Storm Watch, from Wednesday
afternoon through late Thursday night.

* ADDITIONAL DETAILS...Travel could be very difficult to
impossible Wednesday and Thursday with white out conditions
possible. The hazardous conditions could impact the morning or
evening commute. Very strong winds could cause extensive tree
damage.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Winter Weather Advisory for snow means periods of snow will
cause primarily travel difficulties. Expect snow covered roads
and limited visibilities, and use caution while driving.

Now is the time to prepare an emergency kit for your home and
car. If traveling consider alternate plans, remember to carry
tire chains, extra food, water and clothing. Once the storm
arrives, travel may be difficult or impossible for an extended
period of time.

afternoon until Wednesday afternoon. Total snow accumulations
above 5,000 feet of 8 to 12 inches from Tuesday afternoon until
Wednesday afternoon. Winds could gust as high as 60 mph on
exposed ridgetops and near the crest. A Winter Storm Watch is in
effect from Wednesday afternoon through Thursday night for total
snow accumulations of two to three feet above 6,000 feet.

* WHEN...For the Winter Weather Advisory, from 4 PM Tuesday to 4
PM PST Wednesday. For the Winter Storm Watch, from Wednesday
afternoon through late Thursday night.

BELOW 7000 FEET...

The National Weather Service in Hanford has issued a

* Flash Flood Watch for a portion of central California,
including the following areas, Mariposa, Madera, and Fresno
County Foothills, Sierra Nevada from Yosemite to Kings Canyon,
Tulare County Foothills, and Tulare County Mountains.

* From Wednesday afternoon through Thursday evening

* Heavy rain totaling 2 to as much as 4 inches may lead to
excessive runoff, rising water levels on area rivers and streams
and a threat of flash flooding. Additionally, mud slides, rock
slides and debris flows are possible in some locations,
especially in the vicinity of the Ferguson, Railroad and Pier
burn scars. Some roads may become closed, impassable, or washed
out.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a VERY DANGEROUS SITUATION.

You should monitor National Weather Forecasts and be prepared to
move to a safe location should Flash Flood Warnings be issued.
If you live in a flood prone area, this would be a good time to
review an emergency escape plan in the event high water or a
debris flow threatens your home.
