Do you know exactly what they mean by Active Wilderness and Inactive Wilderness? Does it mean trail-vs-non trail areas? Also, I was perhaps under the mistaken impression that the Hardin and Wildcat fires were lightening induced.

O.K., I get that part. Apparently, they also do not refer to a fire as lightening caused unless they have suppressed it.
