There's another solution I like better; "California State Parks and Wildlife Conservation Trust Fund Act of 2010" Basically what that does is create a trust fund for the parks and takes them off of the state budget. The fund is created by an $18 fee on your car's license fee. For that $18 you get an annual pass that covers entrance fees to all state parks.
