California interior this week...

.High pressure will give way to a potentially strong pacific
Storm this week which will bring the potential for more heavy
Snow in the sierra and kern county mountains along with strong
Winds. The storm will arrive tuesday afternoon with the heaviest
Snow to occur tuesday night and wednesday.

A winter storm watch remains in effect from tuesday afternoon
Through wednesday afternoon for the higher elevations of the
Southern sierra nevada.

* snow accumulations: 2 to 3 feet of new snow above 5000 feet
With up to one foot of snow at the 4000 foot elevation.

* elevation:

* timing: snow will begin near yosemite tuesday afternoon with
The heaviest snow arriving tuesday night and lasting well
Into wednesday.

* locations include: camp nelson...Giant forest...Johnsondale...
Lodgepole...Shaver lake...Yosemite valley

* winds: in the valleys and sheltered locations 10 to 20 mph
With gusts to 30 mph. Over the ridges and near the crest 40
To 60 mph with gusts to over 80 mph.

* impacts: travel will be severely hampered into the sierra due
To snow covered roads and reduced visibility. Strong winds
May topple trees due to saturated soil.

...Another round of rain and higher elevation snow for the central
California interior...

This hazardous weather outlook is for all of interior central
California.

.Day one...Today and tonight

No hazardous weather is expected.

.Days two through seven...Tuesday through sunday

A cold low pressure system will impact the area tuesday night
Into wednesday evening bringing another round of rain to the san
Joaquin valley and foothills and heavy snow possible in the
Southern sierra nevada. Snow levels will likely stay around 5000
Feet in the sierra...While above pass levels in the kern county
Mountains...At the onset of precipitation but could drop even
Lower as the system moves eastward by wednesday evening.

Freezing temperatures are possible due to the cold air behind this
System by thursday morning...At this time temperatures may fall
Down to the upper 20s in the coldest locations throughout the san
Joaquin valley and the lower to mid 20s in the kern county desert.
In addition...Similar nighttime low temperatures could occur
Thursday night into friday morning.

* flood warning for urban areas and small streams in...
Fresno county in central california...
This includes the cities of...Fresno...Clovis...

* until 1115 am pst

* at 109 am pst california highway patrol indicated that highway 140
Near el portal has been blocked by large rocks in the roadway.
Several other reports of street flooding near fresno have also
Occurred with road closures.

Heavy rain continues across the warned area with amounts near
Fresno of around an inch to nearly 1.5 inches. Lesser amounts have
Occurred farther south towards bakersfield. However with the
Ground already saturated...It wont take much rain to aggravate
Flooding across the central and southern san joaquin valley and
Southern sierra foothills.

Doppler radar estimated rainfall amounts are around 3 inches so
Far in the foothills with an inch or more possible over the next
Few hours.

A flood warning means that flooding is imminent or has been
Reported. Stream rises will be slow and flash flooding is not
Expected. However...All interested parties should take necessary
Precautions immediately.

Precautionary/preparedness actions...

Additional rainfall amounts of 1 to 2 inches are possible in
The warned area.

Most flood deaths occur in automobiles. Never drive your vehicle into
Areas where the water covers the roadway. Flood waters are usually
Deeper than they appear. Just one foot of flowing water is powerful
Enough to sweep vehicles off the road. When encountering flooded
Roads make the smart choice...Turn around...Dont drown.

Be especially cautious at night when it is harder to recognize the
Dangers of flooding. If flooding is observed act quickly. Move up to
Higher ground to escape flood waters. Do not stay in areas subject to
Flooding when water begins rising.
