Tribal parking?!
March 19, 2011 07:37PM
On my way out of Yosemite yesterday I came across a sign that said tribal parking. It was just past the YOSAR camp and they were building some kind of structure out of what looked like lots of pine logs. I searched the internet and I didn't find out what it is. Anyone have any insight?

It's Wahoga, the new (eventual) Indian Cultural Center. It was in the 2000 Yosemite Valley Plan, among other documents. It's on the same site as the most recent Indian Village in Yosemite Valley, which was torn/burned down in the 1950s(?).

It says this is "just west" of Camp 4. Any idea how far west? I'm wondering if it's far enough west to cause any kind of access problems with the bottom of the Old Big Oak Flat Road.

Why did Yosemite give land to a NON-PROFIT? So would Yosemite National Park give land for other non-profit groups?

The Southern Sierra Miwuks are not a tribe, but a non-profit. So why do they get free land INSIDE a National Park?

Then the taxpayers had to pay for the building for the non-profit to use as their OWN PRIVATE building. Who gets their own private building in a National Park?

1. It would be delusional to think that title to the land was transferred.

2. Casinos are not consistant with the charter of the park.

The non-profit has their own parking inside the Park "Tribal parking", and the non-profit will run the Indian Center exclusively. There are areas in the Indian Center only the non-profit can use, and is not open to the general public...and no one mentioned a casino.

That sounds pretty 'private' to me.

The non-profit Yosemite Institute up at Crane Flat has the same arrangement.

Anyone who has driven US395 through Bishop will understand the casino reference.

The thing they are building is right next to the YOSAR area next to camp 4. From the look of the poles, this will not be a modern structure. The tribal parking sign was on a saw horse and not permanent. I am sure some of you are familiar with the access road for the YOSAR, that was where it was at.

A valet parking vendor pleaded guilty Monday to bribing the former tribal chairman in exchange for parking contracts at the Soboba Casino.

Abbas Shilleh, 47, entered the plea to one count of paying a bribe to an Indian reservation when he wrote checks totaling $50,000 to former tribal chairman Robert Salgado.

Salgado pleaded guilty last year two felony counts of accepting $875,000 in bribes from Shilleh and four other vendors in exchange for contracts and capital improvements at the Soboba Casino and on the reservation outside San Jacinto.

In a plea deal with prosecutors, Shilleh is set to be sentenced June 6 to three years probation and eight months of electronically monitored house arrest. He must also pay a $100,000 fine and perform 500 hours of community service. He could have faced up to 10 years in federal prison.

Under the plea agreement, Shilleh admitted that made the payments for a contract in March 2007 at the casino through his business, California Parking Services.

During a two week period in December 2006 and early 2007, Shilleh wrote three checks written to the longtime chairman and to "cash." No others members of the tribe were charged.

Silleh's attorney, Mark Werksman, said his client was not aware at the time that the payments for the contract were illegal, since the tribe receives federal funding.

"You can pay advance fees to obtain a contract, but that's not a bribe," Weksman said. "But when you do that to an Indian tribe, that's where it runs afoul of a federal statute."
