...HEAVY RAINFALL AND RAPID SNOW MELT LEADING TO A THREAT OF
FLOODING THURSDAY NIGHT THROUGH SATURDAY IN THE SIERRA NEVADA
FOOTHILLS AND SIERRA NEVADA BELOW 8000 FEET...

* For the Sierra Nevada foothills and Sierra Nevada below 8000 feet

* From Thursday night through Saturday

A strong storm system over the Eastern Pacific Ocean will approach
the coast of the Pacific Northwest Thursday night and Friday. An
abundance of subtropical moisture will move inland over Central
California along the southern periphery of this storm system
Thursday night through Friday night. Mild air associated with this
air mass will cause snow levels to rise to around 8000 feet Friday.
In addition, heavy rainfall and the mild air mass will result in
rapid snow melt in areas that have received several feet of snow in
the past few weeks.

In the Sierra Nevada foothills, two to four inches of rain is
possible Thursday night through Saturday. In the Sierra Nevada below
8000 feet, three to five inches of rain is possible Thursday through
Saturday. The majority of this rain should fall Friday and Friday
night.

The combination of heavy rainfall and rapid snow melt will cause
water levels to rise on area rivers and streams Thursday night
through Saturday. Persons living near rivers and streams should
closely monitor water levels and be ready to move to higher ground
if the threat of flooding becomes imminent. If you live in a flood
prone area or near rivers and streams, now would be a good time to
prepare and have an evacuation plan in place in the event high water
becomes a threat to your safety.

...FLOOD WATCH IN EFFECT FROM THURSDAY AFTERNOON THROUGH SUNDAY
MORNING FOR ELEVATIONS BELOW 4000 FEET...

* WHAT...Flooding caused by excessive rainfall is possible.

* WHERE...A portion of central California, including the following
areas of Kern, Tulare, Kings, Fresno, Madera, Merced, Mariposa
Counties and Yosemite NP.

* WHEN...From Thursday afternoon through Sunday morning.

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks. Flooding may occur
in poor drainage and urban areas. Area creeks and streams are
running high and could flood with more heavy rain.

* ADDITIONAL DETAILS...
- Excessive Rainfall from heavy precipitation entering the
Central California Interior later on Thursday and into
Friday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

You should monitor later forecasts and be alert for possible Flood
Warnings. Those living in areas prone to flooding should be prepared
to take action should flooding develop.

BACKCOUNTRY AVALANCHE WATCH

IMMEDIATE BROADCAST REQUESTED

The Eastern Sierra Avalanche Center in Mammoth Lakes has issued a
BACKCOUNTRY AVALANCHE WATCH for the following areas: NWS Las Vegas
NV - CA-519 (Eastern Sierra in Inyo County) NWS Reno NV - CA-073
(Eastern Sierra in Mono County)

* WHAT...Very dangerous avalanche conditions are expected to develop
at all elevations overnight on Thursday, March 9th when conditions
may reach Warning levels.

* WHERE...The eastern slopes of the Sierra Nevada mountain range
between Virginia Lakes to the north to Bishop Creek to the south.

* WHEN...In effect from Wed 18:00 PST to Thu 16:00 PST.

* IMPACTS...Intense snowfall, rain on snow, and strong winds will
overload the snowpack, which contains buried persistent weak
layers. Travel will be difficult and very dangerous. Expect
widespread areas of unstable snow.

* PRECAUTIONARY / PREPAREDNESS ACTIONS...Very dangerous avalanche
conditions. Travel in avalanche terrain will not be recommended.
Avalanches may run long distances and can run into mature forests,
valley floors, or flat terrain.
