I think there is some rule in the isles that any hill over something like 950' is a mountain. There was a movie about this titled something like "Up a Hill And Down a Mountain" where the town people lugged a bunch of dirt up to the top of a hill to raise the height by about 30' to keep the "mountain" designation.
