On our way out from Tioga Pass a few weeks ago we got held up by some road work on the stretch of 120 near the South Fork Tuolumne that has the really serious drop-off (where they did the burn-back for the Rim Fire). Unfortunately, the cheapness of irrigation water has given farmers little incentive to be thrifty with their water use. Better irrigation techniques would stretch the supply a lot further, but installing the equipment would cost money up front. I imagine that the present drought may change that equation.
