Actually the staff at NOAA are predicting changing conditions in January. It's not really covid. A lot of the NPS concessionaire business models don't work if you have to pay workers $25 an hour. The summer work visas were a way to get around higher wages. I don't believe any roads are closed unless related to fire fighting. As noted on the press release, there are many businesses located in national forests which are exempt. Not to mention NPS units which are surrounded by national forests (still open - I guess dept of interior has a little more sense than USDA). You may find a locked gate in some areas though.
