I think it has something to do with their contingency plans for what happens if staffing gets quarantined. They are cutting services so they don't have to bring in additional workers. A lot of the decisions don't make sense in the context of preventing spread of virus but they do when $$$ is considered. I'm not an Aramark fan but this is on the governor of California and the NPS officials. All the buses are running in major cities across the US. Virus seems to be spreading mostly in retirement homes and a few selected indoor workplaces so let's close most of the outdoor recreation access. I'd stick with what you have or #2. Personally, I'd skip el kap. IMO, south rim in spring is best attacked as a monster day hike (valley-sentinel dome/glacier pt-panorama-mist). It's not for everyone though. Basically skip most of the rim. That no-camping zone for snow creek isn't a big deal. You will want to camp towards watkins with the million dollar view anyways. You can do some really cool shoulder season backpacking without the typical crowds or permit hassles. I gave up on longer summer trip planning after the rough fire in 2015. Another thing you can do is find out which mountains are having a big snow year and go there during the summer. Could be targeted towards international visitors. I've always thought they should charge higher entry fees for people with non-US issued IDs. The entry fees for the NPS units have always been a bargain, and will continue to be if the changes are implemented. Went up to Glacier Point via ledge and down Panorama/Mist last week. You don't need any snow gear between Mist and Illilouette Falls (or Glacier Point). There are a few patches of snow, but its mostly between Illiloutte and Glacier Point. Make sure to wear waterproof shoes.
