Gov. Arnold Schwarzenegger on Thursday made a surprise announcement that electric car company Tesla Inc. and Toyota Motors are teaming up to make an electric car. He said the vehicle will be made in California but didn’t specify where.

The former NUMMI plant in Fremont would seem to be the logical place.
