I saw a CHP car on Old Priest Grade Friday...w/ a car pulling away. From that point to the top I was constantly shifting between 2nd and 1st gear as the formerly-pulled-over driver wouldn't go over the 25 MPH speed limit, and would sometimes be below 20, with no apparent pattern between the driving speed and the steepness of the slope. Then there was a long stop at the yield sign so I got to practice my 'driving in San Francisco starting on a hill' skills (yes, someone was behind me).
