To me, it seems morel like let's increase the entrance fee and increase it some more for foreign tourists.

It would be interesting to see the thinking and calculations behind the expected increase in revenue from charging foreigners more. Might also tell us if the actual goal is not to increase revenue but just to reduce visitations by non-Americans.
