THE FLASH FLOOD WATCH CONTINUES FOR

* PORTIONS OF CENTRAL CALIFORNIA...INCLUDING THE FOLLOWING
AREAS...MARIPOSA MADERA AND FRESNO COUNTY FOOTHILLS...TULARE
COUNTY FOOTHILLS...SIERRA NEVADA FROM YOSEMITE PARK SOUTH TO THE
KERN COUNTY LINE.

* FROM TUESDAY AFTERNOON THROUGH WEDNESDAY MORNING

* VERY HEAVY RAIN IS LIKELY OVER THE SIERRA NEVADA AND FOOTHILLS
FROM MID DAY TUESDAY THROUGH WEDNESDAY AFTERNOON AS A STRONG
AND VERY MOIST PACIFIC STORM MOVES INTO THE REGION. RAINFALL
TOTALS DURING THIS PERIOD WILL RANGE FROM 3 TO 5 INCHES IN THE
FOOTHILLS...TO AS MUCH AS 6 TO 8 INCHES AT ELEVATIONS ABOVE
4000 FEET IN THE SIERRA. FLASH FLOODING AND DEBRIS FLOWS ARE
POSSIBLE OVER BURN AREAS SUCH AS THE BIG MEADOWS AREA OF
YOSEMITE PARK AND THE POWER FIRE BURN AREA ALONG HIGHWAY 190
IN TULARE COUNTY. ALTHOUGH IT HAS BEEN VERY DRY FOR A LENGTHY
PERIOD OF TIME...EXCESSIVE AMOUNTS OF RAIN OF THIS MAGNITUDE
MAY PRODUCE FLOODING IN LOCATIONS THAT NORMALLY DO NOT FLOOD
DURING A NORMAL EARLY AUTUMN RAINFALL.

* PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.
YOU SHOULD MONITOR LATER FORECASTS AND BE PREPARED TO TAKE ACTION
SHOULD FLASH FLOOD WARNINGS BE ISSUED.

...VERY WET AND BREEZY TO LOCALLY WINDY WEATHER OVER THE AREA
TONIGHT THROUGH WEDNESDAY...
...HAZARDOUS WEATHER OVER THE SIERRA HIGH COUNTRY...

A LOW PRESSURE SYSTEM WILL APPROACH THE WEST COAST OVER THE NEXT
24 HOURS. THIS SYSTEM WILL BRING SIGNIFICANT MOISTURE...PARTLY
FROM THE REMNANTS OF RECENT SUPER TYPHOON MELOR.

HEAVIEST PRECIPITATION WILL BE OVER THE NORTHERN HALF OF THE FORECAST
AREA...INCLUDING THE CENTRAL SAN JOAQUIN VALLEY...THE SOUTHERN SIERRA
NEVADA...AND FOOTHILLS. THE BULK OF THE PRECIPITATION WILL OCCUR
TUESDAY AND TUESDAY NIGHT WITH LINGERING SHOWERS ON WEDNESDAY.

RAINFALL TOTALS ARE EXPECTED TO RANGE FROM AROUND 1 TO 2 INCHES
OVER THE CENTRAL SAN JOAQUIN VALLEY...3 TO 5 INCHES OVER THE
FOOTHILLS OF THE SOUTHERN SIERRA NEVADA...AND FROM 6 TO 8 INCHES
OVER THE HIGHER ELEVATIONS OF THE SOUTHERN SIERRA NEVADA. OVER THE
SOUTHERN SAN JOAQUIN VALLEY INCLUDING KERN COUNTY...RAINFALL
AMOUNTS WILL LIKELY BE MUCH LIGHTER AS STRONG WINDS ALOFT WILL
PRODUCE A DRYING "DOWNSLOPE AFFECT".

IMPACTS FROM THIS RAINFALL COULD INCLUDE URBAN AND SMALL STREAM
FLOODING...AND DEBRIS FLOWS ON RECENT WILDFIRE BURN SCARS WHERE
HEAVIEST AMOUNTS OCCUR NEAR THE BIG MEADOW BURN AREA IN YOSEMITE
NATIONAL PARK.

THIS SYSTEM WILL BE FAIRLY WARM WITH SNOW LEVELS EXPECTED TO
REMAIN HIGH. SNOW LEVELS WILL START OUT AROUND 8500 FEET TONIGHT
AND RISE THROUGH TUESDAY TO AROUND 10000 FEET. SNOW WILL IMPACT
TIOGA PASS TONIGHT AND EARLY TUESDAY WITH...HOWEVER IT MAY CHANGE
TO RAIN AS SNOW LEVELS RISE THROUGH THE DAY ON TUESDAY.

WINDS FOR MONDAY NIGHT THROUGH TUESDAY NIGHT ARE EXPECTED TO BE
BREEZY OVER THE SAN JOAQUIN VALLEY...WITH 20 TO 30 MPH WINDS AND
GUSTS TO 45 MPH. IT WILL BE LOCALLY WINDY WITH THIS SYSTEM...WITH
STRONG WIND GUSTS TO 85 MPH OR MORE OVER THE SIERRA NEVADA CREST
ON TUESDAY. WINDS MAY ALSO BE STRONG ACROSS THE KERN COUNTY
MOUNTAINS AND THE GRAPEVINE REGION WITH GUSTS TO AROUND 50 MPH ON
TUESDAY AND TUESDAY NIGHT.

OUTDOOR ENTHUSIASTS...ESPECIALLY HIKERS SHOULD PREPARE FOR DANGEROUS
WINTER-LIKE WEATHER. STRONG WINDS ACCOMPANIED BY HEAVY RAINS BELOW
9000 FEET AND HEAVY SNOW ABOVE 9500 FEET WILL MAKE CONDITIONS
HAZARDOUS IF NOT LIFE THREATENING.
