Can they use this to cancel the contract with Aramark and replace it with a competent concession operator that actually cares about providing services?

They did cancel Aramark at Crater Lake---but it took a while.

Unfortunately, according to the article, they've "opted not to cancel the contract." I don't know how much worse it has to get before they pull the plug (on the plus side, Aramark got a "superior rating in administrative compliance!" They can do paperwork, they just can't protect the Park or it's visitors!
