Wilderness areas under the jurisdiction of the Forest Service (USDA) do allow dogs. The following was copied from a FAQ link on their website: Can I have dogs in the campgrounds and trails? Your canine companions are welcome in National Forests. Given your time restraints and as a first-time visitor to Yosemite, my recommendation would be that you just ensconce yourself in Camp 4 and play Valley Tourist for a couple days. Forget backpacking and just do day hikes around the valley and Wawona. On your next trip, shun the valley entirely and head to the high country for a real backpacking trip. That's OK, I'm in Phoenix and am getting ready to drive back to L.A. in an hour or so. Confirming Rick's reply, the quota system only limits the number of people entering from a given trailhead on a given day - they really don't care what you do after that as far as modifying your itinerary. It is a year-to-year determination which all depends on the weather, snowpack, avalanche danger, etc. From the amount of snow that has been showing on the Tioga webcam, I'm very skeptical that they will begin by that date even if no more storms come through (unless it turns unseasonably warm).
