I apologise for sounding churlish, but I fear you are losing all perspective. The point is not whether the article was written in American-English (no such language exists), but whether it was interesting and informative to the reader. I think Hetch Hetchy is perhaps a unique case. As I understand it, the need for a reliable source of drinking water stemmed directly from the aftermath of the San Francisco earthquake in1906. Nearly all the pressure to dam the Tuolumne River came from the City of San Francisco.
