You can use Caltopo to print out PDFs of the areas that you're going to; but that doesn't integrate your device's GPS, and the PDFs are limited to 8.5x11" unless you pay. I use the Caltopo app, and pay, which allows me to download the maps and slope angle shading (useful for off-trail). I also print out the maps as a backup. I organized a trip for future trip organizers in one of my hiking clubs. We did a simple loop up to Young Lakes, cross-country to the PCT, and back via Glen Aulin. It was intended to be a bit more, as the map shows, but things just took longer than expected. I think part of the issue was a lack of water along the route, leaving people tired. I've hiked the GCT when White Wolf was closed. You just won't have services (potable water, restrooms, store) there, but you can still camp in the backpackers' camp and draw water from the creek. I'd be concerned whether the creek has water now, though. And the GCT is really too hot this time of year. I wouldn't choose it after May. Hitchhiking shouldn't be difficult. Look for Subarus. It sounds like you're assuming that Tioga Road will be open on the day of your permit. I haven't seen anything to suggest that. I left Tioga Pass Road on the 14th, after getting a short lift from a Parisian car camper to whom I gave my local knowledge on where to find a camping spot. I use $3 flip-flops from Walgreens because they weigh a few ounces. I buy them a couple sizes large to protect my toes from jamming into rocks. They're noticeably better than barefoot.
