I abandoned ship a few years back and just relied solely on walk-up day prior permit. And low-and-behold, I've been 100% successful - including a random trip to Half Dome mid July last year! It's not about $2 obviously - that's car change. Just like the $5 trail permit reservation cost - it's annoying to pay and probably costs more to administer than $5. If you are in charge of managing Yosemite and you have to assume additional staff for every service, you may be inclined to cut the services with the least revenue per staff member.
