There is at least one NP where it is legal for visitors to land. Santa Cruz in the Channel Islands National Park (CHIS) has a dirt strip. We were taken out there in a Britten-Norman Twin Islander by an agency whose name we are forbidden to reveal. Perhaps I can find a photo to post. Starr King can be gained by other than the traditional 5.3 route. To the right of the trad route you can see a very slightly raised ridge, which has a slightly rougher surface. Take the rope around the shoulders, back up 20 or so feet on the opposite side of the saddle, then run down across the saddle & up. Full tilt. You'll stall out just above the belay spot.
