A controversial bill that would have changed conflict-of-interest rules to allow a Pasadena firm to work on the $4.5 billion rebuild of San Francisco's water system was pulled from the agenda of a Senate committee scheduled to hear it Wednesday.

If you encounter legal trouble, no problem, just rewrite the law. That's the approach taken by an engineering firm blocked from working on a $4.5 billion rebuild of San Francisco's water system. The firm has hired former Mayor Willie Brown to help tweak a state conflict-of-interest law it appears to have violated.
