There should be some water in Vernal and Nevada Falls, but the amount is not possible to predict this time of year. On a wet year, you might have a pretty decent flow.

There are a couple of pics of the falls in early August 2006 in the following album, but that year had a heavy snowpack.

That year, even at the end of October, Vernal was a nice but not huge waterfall, and that might be closer to what you see if it's a dry year:

(again, in early August 2006)

There should be enough to drink(processed by chemical or filtered) in August if that was part of your question. Not much after Little Yosemite Valley.

I was in and around the valley on Aug 14 2008, and because it was an exceptionally dry year, the falls were really thin or non-existant in some places (the one that is normally visible in the Valley -- Bridalveil?-- was dry) From Sentinal Dome, I could see that Nevada Falls was still running, though.
