Desolation Wilderness is allowing you to make reservations through recreation.gov....one week in advance. Seems like it is open, as I have seen two trip reports already!

Yup, was there last weekend. I heard that east side and Tahoe side was a bit tricky last weekend as they could give tickets to people visiting from outside the county

Does day use require a reservation? Never done overnight there, but remember the self-issued permits at the entrances. I guess my most memorable visit was when I saw a group from a local brewery hauling a keg to the top of Mt Tallac.

Day use does not require a permit. Permits are only for overnight stays in the wilderness.
