I thought this was a February-March event, but I suppose the sun is at the same position twice a year.

I seem to recall that the February event is possible for about a week and occurs roughly around the 20th of that month. The timing of the other event would be symmetrical with respect to the Winter Solstice, which would place it around October 20.

So a clear very early morning in late August after a large storm would be a possibility for the Horsetail Firefall Phenomenon. If you are going to go to Yosemite and not see that firefall, better to go in August. At least it would be warmer.
