Depends upon how much snow you're OK with (your first question mentioned an issue with that). Last year, late June/early July, I hiked from Mono Meadow up over Buena Vista Crest, no snow until Buena Vista Lake, and eve then it wasn't much and all my camping was on bare earth. I don't like applying DEET, but will when I have to. A lot of summer days in the Sierra, I find the afternoon winds blow mosquitoes away (especially if I set up camp away from meadows as I should anyway). The SteriPEN takes 90 seconds per liter Nalgene bottle, and in my experience does a great job of preserving the taste of mountain water. For what it's worth, I've taken a "RV Site" at Tuolumne because the reservation system didn't have any "Tent Site"s left, and I told the system my "camping equipment" was a tent. As others said, the best time depends upon what you want and where, within the park, you want to visit. I won't 'dis July-to-mid-August either, because in the high country crowds and mosquitoes tend to coincide with flower season in the alpine areas.
